Ho De Leong

Chairman of WMAM

Ho De Leong held various positions from Resident Engineer to General Manager in charge of various water supply projects after graduating from the UK in 1980.

After leading the Consortium to a successful tender for the National Privatization of Solid Waste Management and Public Cleansing Services in 1995, he was appointed COO of SWM Environment, which awarded the concession the management of solid waste and public cleansing services in 27 local authorities in the Southern Region of Malaysia. In 2019, he was appointed as the CEO of SWM Environment.

He is also the co-founder and Chairman of the Waste Management Association of Malaysia (WMAM) and has been actively involved in promoting proper waste management through WMAM. He is also the Board Member of ISWA since 2014, where he leads the Regional Development Network for Asia Pacific region. In 2015, he led WMAM to a successful bid to host the ISWA World Congress in Kuala Lumpur in October 2018, which was a success.

Mohd Radhi Cheah

Vice Chairman of WMAM

Mr. Radhi Cheah has been in the waste environment industry since the 1986 with over 31 years of experience. He has seen the development of the solid waste management in Malaysia from its infancy to what it is today. His group of companies is directly involved with the environmental or waste management related activities ranging from logistics, waste auditing, consultancy, trading and promoting of sustainable technologies for waste management.

He currently holds the position of Hon. Secretary of the Waste Management Association of Malaysia. He is also part of the task force for the Waste Management Development in Smart Communities for Melaka, a program initiated by the Malaysian-Industry for High technology (MIGHT) together with waste industry players from WMAM. The task force also works in developing a Waste Industry Eco Park (WEP) as part of a project in the new National Waste Grid Program.

He is much sought after in workshops and seminars in the Formulation of Waste Management Strategies in Malaysia. Presently, he is contributing to implement findings of the PEMANDU Waste Lab 2015 as an advisory role to the Delivery Management Office. He is a frequent speaker for established organisations and NGOs in local as well as regional conferences and forums.

Datuk Roger Tan

Hon. Secretary

Datuk Roger Tan is the Founder and Managing Partner of Roger Tan & Partners. He has served as a legal consultant to various statutory bodies and government authorities in Malaysia and in various corporations and institutions in Malaysia, Singapore and Hong Kong.

He holds a Bachelor of Law (Hons) from Queen Mary College, University of London; Barrister-at-law of the Honourable Society of Gray’s Inn and a Master of Laws, National University of Singapore.

He was part of the legislative drafting committees of Johor State Government and the Federal Ministry of Housing and Local Government with regard to the Water Supply Enactment 1993 of Johor, Water Supply (Successor Company) Enactment 1993 of Johor, Housing Developers (Control and Licensing) (Amendment) Act 2002 and its regulations, Housing Development (Control And Licensing) (Amendment) Act 2007 and its regulations, and the Solid Waste And Public Cleansing Management Act 2007.

Datuk Roger is an elected member of the Bar Council of Malaysia. In 2008, he was appointed by the International Bar Association as part of an international team to evaluate the state of judiciary and the rule of law in Fiji.

From March 2009 to March 2015, Datuk Roger served as a Board Member of the Solid Waste Management and Public Cleansing Corporation of Malaysia. Between May 2009 to May 2017, he was a Commissioner of the National Water Services Commission of Malaysia (SPAN), having been appointed by the Minister of Energy, Green Technology and Water. He was also the Chairman of the Disciplinary Committee, Legal Affairs Committee and Dispute Resolution Committee of SPAN, as well as the founding secretary of the Waste Management Association of Malaysia.

Zaki Abdul Aziz Daud

Hon. Treasurer

Zaki currently serves as Director of E-Idaman Sdn Bhd. He has been involved in the waste management industry for about 10 years via Cenviro Sdn Bhd, a subsidiary of Khazanah Nasional Berhad which focuses on integrated waste management. He is the current Treasurer of WMAM.

Zaki graduated with a Master’s degree in accountancy and, prior to Cenviro, had served in many different companies within the UEM Group as well as in Sarawak Shell Berhad. He brings with him almost 30 years of multi-industry exposure.

Dr Uzir Abdul Malik

WMAM EXCO & Co-Chairman of the Events Committee

Dr Uzir Abdul Malik began his career with the Johore State Government as an Assistant District Officer responsible for rural programmes and projects in the district, and continued his career at the Federal Agricultural Marketing Authority (FAMA) as an agricultural economist for 3 years.

Following this, he pursued and obtained his Master’s Degree from the University of Hawaii and his PhD from the University of London.

He was later appointed as an associate professor for the Faculty of Economics at University Kebangsaan Malaysia, and then as the Deputy Vice Chancellor at University Utara Malaysia.

Currently, he is the Business Development Director for LGB Engineering Sdn Bhd as well as the Executive Director for SWM Environment Sdn Bhd.

Datuk Mohammed Saffian Omar

WMAM EXCO & Co-Chairman of the Events Committee

Datuk Saffian Omar joined Malaysian Airline System from 1974- 2000 and involved in Waste Management Business since. He is the founder and owner for Cycle Waste Management (M) Sdn Bhd established in 1997. He then took various challenge in this industry and involved in leading few waste management’s companies in Selangor. He was once elected as Deputy President, Consortium for Selangor State Waste Management Contractors (PERKASA) prior to the National Privatization of Solid Waste Management Act imposed to support the solid waste management and public cleaning contractors. Today, he is committed in his NGO carrier in Waste Management Association of Malaysia to support for the better living and green environmental in Malaysia.

Mohamed Siraj Abdul Razack

WMAM EXCO & Co-Chairman of the Special Projects Committee

Mohamed Siraj Abdul Razack was formerly the Director of Projects in Petrofac, a global leading oil & gas service provider. He has over 34 years of experience in oil & gas, environmental and the renewal energy business.

Prior to joining Petrofac Asia Pacific in 2012, he was the Senior Vice President of Wasco Energy Ltd as well as the Chief Executive Officer of Petro Pipe (Sabah) Sdn Bhd. Wasco Energy is a wholly- owned subsidiary of the Bursa Malaysia listed Wah Seong Corp Bhd, a leading service provider to the oil, gas and energy industry locally and overseas.

Prior to joining the Wasco Energy Group in 2006, he was the Chief Executive Officer of Alam Flora, one of the largest environment management companies in Asia; which he founded and set up in 1996. He was concurrently Director of HICOM Petro-Pipes, Petro-Pipe Industries and PPSC which manufactured pipes and carried out pipe coating for the oil & gas industry.

Before joining HICOM Holdings Berhad in 1996 (parent company of Alam Flora), he was the Managing Director of MMC Oil & Gas Engineering, a leading service provider to the oil and gas industry. He was also the founder CEO/Director of Gas Malaysia Sdn Bhd, a joint-venture between MMC, Petronas and Tokyo Gas which undertook the development of Natural Gas Distribution Systems (NGDS) on a privatization basis for Peninsular Malaysia.

He has contributed enormously as Project Director and Senior Process Consultant in most of the major oil & gas projects undertaken in Malaysia since 1980. He has also attended a Senior Management Development Programme in Harvard Business School in 2004 and has published more than 25 papers on oil & gas, environmental and renewal energy. He graduated with a Combined Honors Degree from University of Liverpool in 1980 in Chemical Processing and Industrial Management.

Dato’ Mizan Yahya

WMAM EXCO & Co-Chairman of the Special Projects Committee

Dato’ Mizan is alumni of both Macquarie University (Australia) and Harvard. In the finance sector, he developed his foundation on structure, analysis, innovation within a compliance framework and shaped his core values and future outlook.

He is currently implementing the country’s first organic waste treatment facility which adopted a Blue Ocean approach in co-siting and co-treatment of waste fractions. He is promoting the development of a waste analytic application to leverage on waste big data and waste material flows in order to transform the management of waste in the country. Towards this end, he is also conducting pilot trials for IoT devices to measure volume, weight, and moisture for points of waste generation and working with a leading SaaS company for the fleet management, tracking, and monitoring of waste haulage vehicles, with the eventual goal of providing comprehensive intelligent end-to-end solutions.

As the Co-chair for Special Projects in the Waste Management Association of Malaysia (WMAM) he is leading the development of static and interactive waste maps, the development of a waste alliance networking platform and collaborative partner initiatives with the private sector to develop terms of references and solutions for waste projects.

Zamri Abdul Rahman

Advisor for the Young Professionals Group

Zamri joined Worldwide Holdings Berhad in 1995. With his extensive experience in wastewater and solid waste management, he was instrumental in assisting the State of Selangor in developing an integrated solid waste management programme. Zamri has been involved in various waste related projects such as sanitary landfills, inert waste landfills, rehabilitation of dumpsites, transfer stations, landfill gas power generation plant, closure of landfill and waste processing plant.

A member of Chartered Institute of Waste Management, Zamri holds a Bachelor Degree in Civil and Environmental Engineering from University of Wisconsin, USA; and a Master’s Degree in Environmental Engineering from Universiti Teknologi MARA (UiTM). He also attended Management Development Programme at Asian Institute of Management in Manila, Philippines and Harvard Business School, USA. In 2010, Zamri was awarded Manager of The Year by the Malaysian Institute of Management.

He is part of the Executive Committee at the Waste Management Association of Malaysia (WMAM) as well as the Advisor for the Young Professionals group in the association.

He is certified as ‘Competent Person in Industrial Effluent Treatment’ and has more than 25 years working experience in solid waste management, renewable energy, and wastewater treatment.

Pn Sarifah Bt Yaacob

WMAM EXCO & Co-Chairman of the Training Committee

Puan Sarifah bt Yaacob, is a Civil Engineer by profession. She holds a Degree in Civil Engineering from University of Southwestern Lousiana, USA, and a Master Degree in Environmental Engineering, UTM Johor. She has more than 22 years experience in environmental fields including 19 years in solid waste management. She first joined Lankhorst Environmental & Waste Water as an environmental engineer. Later, she joined an environmental consultancy company, HICOM Environmental in May 1996 then Alam Flora Sdn. Bhd. in early 1997. She was the head of R&D department in Alam Flora Sdn Bhd and currently the head of corporate planning, corporate planning of DRB Hicom Environmental Services Sdn Bhd, which is wholly owned by Alam Flora.

She was key in setting up the Waste Management Association of Malaysia (WMAM) and until today she is still active in WMAM activities. Currently she is the WMAM Chairman of Training and Development Committee

She was appointed as the Technical Expert for the Green Tech Financing Scheme proposal evaluation. She has been actively participated in development of Malaysian Standard on solid waste and National Occupational Skills Standard.
